It is a flagship initiative of the EU and its partner countries in the southern Mediterranean under the Pact for the Mediterranean. The objective is to strengthen our joint energy security and competitiveness. It will also accelerate the decarbonisation of energy production across the region. T-MED will contribute to the region's long-term prosperity and stability, to the benefit of both the EU and its partner countries in the southern Mediterranean.

T-MED has the ambition to become one the world’s leading hubs for renewable energy and clean technologies. By bringing together governments, investors, financial institutions, private actors, and local stakeholders, T-MED will promote cross-border cooperation and strategic energy partnerships.

Why is it important?

In a world of fierce geopolitical competition, the EU needs to reduce dependencies. Energy security is of great importance to the sustainable development of our economies and societies. The best way forward is to work with our partners and closest neighbours.

Together with our southern partners, we need to accelerate the development of renewable energy. The southern Mediterranean region is ideally suited with its very competitive generation costs for the production of renewables from wind and solar. And this helps diversify our energy systems and supply chains.

To make the great leap forward, we need to generate large-scale investments. In the generation of renewable energy, and also in integrated cross-border electricity networks. To make renewable energy safely flow across the Mediterranean region.

How does T-MED work?

T-MED consists of five complementary actions:

  1. Investment platform

T-MED will bring together EU institutions, international financial institutions, project promoters, and investors. With this platform, we want to reduce investment risks, attract funding, and boost renewable energy and clean technology projects across the region. The Commission successfully launched a Call for Expressions of Interest for Private Investors (such as commercial banks, asset managers, and impact funds) in April 2026.

  1. Infrastructure upgrades and renewable energy trading

By mobilising investments over the coming years, T-MED will support the modernisation of electricity grids. It will also promote cross-border energy trade and encourage the deployment of smart and cyber-secure technologies to better integrate renewable energy into existing networks.

  1. Regulatory cooperation

T-MED will support partner countries in improving the business environment for investments into renewables. This includes making permitting procedures simpler and faster, and to align the technical and regulatory standards across borders. The energy markets of the region should become fully integrated over time.

  1. Skills for clean-tech jobs

Through a T-MED Skills Agenda, we will build skills and create jobs by linking training directly to investment projects. We want to ensure that also the local workforce can benefit from new job opportunities of the clean energy transition. We will also boost university partnerships and promote excellence in engineering, digital technologies, and green finance.

  1. Clean tech industrial cooperation

T-MED will help develop a clean tech ecosystem. The idea is to set up and strengthen local manufacturing and regional value chains through industrial partnerships. This will include joint procurement in technologies, such as solar PVs, wind components, electrolysers, storage technologies, and grid equipment:

How are we progressing?

A first call for Expression of Interest for private investors was recently finalised. A Call for Expression of Interest for Project Promoters is open until 15 August 2026. By October 2026, the European Commission will chair the first operational meeting of the T-MED Investment Platform.

By 2027, the first EU-Mediterranean clean tech industrial collaborations will take shape, bringing together companies from both sides of the Mediterranean.
