Palestine Donor Group – second meeting

The second Palestine Donor Group (PDG) on 13 July 2026 will showcase the Palestinian Authority reforms and the need for further financial support to the Palestinian Authority in light of the dire economic and fiscal situation in the West Bank. After more than two years of war in Gaza, the meeting will also strengthen coordinated international efforts to provide financial support for early recovery in Gaza, in line with the Gaza peace Plan and United Nations Security Resolution 2803.

This second edition of the PDG will build on the first meeting of the PDG in November 2025 and meetings of the Ad-Hoc Liaison Committee and the Global Alliance for the Implementation of the Two-State Solution in Brussels in April 2026. 

This second meeting of the PDG will focus on three deliverables: 

• Take stock of the PA’s economic situation and international financial support, including via the EU mechanism PEGASE. 
• Present the progress of the PA’s implementation of its Reform Agenda;
• Launch a “Team Gaza Initiative” together with other European and international donors which will aim at coordinating and leveraging participating donors’ ongoing and planned early recovery funding. 

The PDG will be composed of two segments:

-             A Senior Official Meeting in the morning to be co-chaired by European Commission DG MENA’s Acting Director-General Karnitschnig and Palestinian Minister for Finance and Planning Salameh;

-             A Ministerial Meeting in the afternoon, co-chaired by Commissioner Šuica and Palestinian Prime Minister Mustafa, with the participation of HRVP Kallas.
