The Palestine Donor Group (PDG), convened by the European Union, is the forum of the international community to turn its support to the Palestinian people into coordinated action and concrete delivery. The first PDG meeting took place in November 2025, the second one in July 2026.
The EU is a long-standing partner of the Palestinian people and supports the two-state solution with Israelis and Palestinians living in peace and security side by side. A strong and transparent Palestinian Authority is needed to build a better future for the Palestinian people. This is in line with the Gaza Peace Plan and the UN Security Council Resolution 2803.
Facts and figures
Why is it important?
The PDG is a coordination forum for the international support to Palestine. It pools EU Member States, non-EU countries, and regional and international financial organisations. The High Representative of the Board of Peace and the Head of the National Committee for the Administration of Gaza also participated in the most recent meeting in July 2026.
The PDG has a three-fold objective:
- Activate financial support to the Palestinian Authority through PEGASE, a secure payment mechanism created by the EU in 2008.
- Mobilise and coordinate international support for Gaza’s early recovery to deliver quick and tangible improvements for the Gazan people.
- Support an efficient and stable Palestinian Authority (PA), based on the clear reform path agreed with the EU.
A very substantial contribution is the EU’s €1.6 billion Multiannual and Comprehensive Programme to support Palestine's Recovery and Resilience. It was adopted in April 2025 and covers the period until the end of 2027.
What are the early recovery efforts in Gaza?
At the second PDG meeting in July 2026, the EU championed the Team Gaza Initiative. It is a joint endeavour of the European Commission, the European Investment Bank (EIB) and the World Bank, several EU Member States, and third countries - currently the UK, Norway, Japan, and Switzerland. Australia and Canada have already expressed interest and are expected to join the Team Gaza Initiative soon.
Team Gaza managed to mobilise an early recovery package worth nearly €1 billion, including €257 million the from European Commission and European Investment Bank.

What is the role of the Palestinian Authority?
PDG meetings are an opportunity to take stock of the reform progress under the Reform Agenda agreed with the EU. The Palestinian Authority presents its advancements in fiscal, economic, and governance reforms. It also explains tangible achievements in basic services provision including on education, health and private sector development, the digitalisation of public services, and significant upgrades of the water and electricity management network.
