EU and Morocco

Relations between the EU and Morocco are based on the Association Agreement, which entered into force in 2000 and was reviewed in 2015. The 15^th Association Council was held on 29 January 2026 in Brussels.

Bilateral Cooperation

EU assistance to Morocco is primarily funded through the Neighbourhood, Development and International Cooperation Instrument – Global Europe (NDICI-GE) for the period 2021 to 2027. 

The EU bilateral allocation to Morocco for the period 2021 to 2025 amounted to approximately €1.15 billion. 

EU Cooperation with Morocco covers several key sectors, such as public administration reform, justice, the green transition, education, social protection, support to investments (Mohammed VI investment fund), skills, cultural industries, women empowerment, and civil society organisations.

In addition, through Global Gateway, the EU has committed more than €1.1 billion in grants, blending and guarantees in Morocco. It is expected to mobilise about €5.5 billion of investments to support 29 projects across various sectors. The Global Gateway flagship projects in Morocco includes:

• Green Energy - “Energie Verte”, boosting transition to a greener economy and energy sector by supporting regulatory reforms, the phasing-out of coal, improving electricity market governance, and power production. It also boosts reforms to strengthen integration with the EU electricity market. It also supports the EU-Morocco Green Partnership to combat climate change and foster sustainable production.
• Social Protection (Karama) and Financial Inclusion, supporting specific actions to ensure a fair access for the Moroccan population to universal health coverage, family allocations, unemployment insurance and pensions. It also promotes a resilient economy and more inclusive private sector growth by increasing access to finance.
• Higher education, research, innovation and mobility, supporting ongoing reforms for higher education, scientific research and innovation to improve the country’s competitiveness. It promotes access to quality education and opportunities for students, graduates, researchers and teachers. The aim is to equip Moroccan graduates with the skills needed for the labour market.

Pact for the Mediterranean

On 28 November 2025, on the occasion of the 30th anniversary of the Barcelona Declaration, the EU and its Southern Mediterranean partners launched the Pact for the Mediterranean to reinforce the EU’s partnership with the region. On 17 April 2026, the European Commission presented the Action Plan which also covers Morocco.
